You can't expect justice or rehabilitation from a system that begins with injustice. If you impose discriminatory policing to enforce unjust laws in marginalized communities, you can't expect the outcome of imprisonment to be rehabilitation, let alone justice. The unjust system doesn't magically become just, in spite of itself, somewhere along the incarceration trail.
